We respect the privacy and confidentiality of our patients and family. Our serene campus style setting is an oasis in the desert that supports the patient with the utmost anonymity.

It is our priority at Sacred Oak to provide our patients with the treatment and resources needed to return to their communities as healthier individuals. To accomplish this goal I am joined by a team of clinical leaders who are experts in their field and share the vision and passion necessary to provide the best possible programming for the patients in our care. As a community resource, we also provide around the clock, no cost assessments to ensure that those who need services can find the appropriate placement and level of care.

Since earning his degree in 1978 from the University of Cincinnati, Mark A. Black, BS, has worked with passionate healthcare professionals and the local community to connect quality services with the people who need them. He has led marketing teams as a Director for five hospital systems, fostering team collaboration and communication toward developing employees to their highest potential, and caring for those in need. His specialties include mentoring, healthcare trend analysis, business strategy development, coaching, and teaching. Mr. Black has also served on several boards in both the private and public sectors, and is wholly committed to aiding and assisting those in need with compassion and to the best of his ability.

Jessica Gonzalez

Director of Human Resources

Jessica Gonzalez is a human resources professional with over ten years of experience, bringing expertise in compensation, performance management, recruiting, and benefits administration. Working primarily in the oil and gas industry before transitioning into healthcare, she has held senior HR roles as well as a seat on the Board of Directors at her previous company. Ms. Gonzalez demonstrates proven success in implementing change and creating cultures of collaboration to achieve workforce excellence across varied aspects of human resources, and is a member of the Society for Human Resource Management (SHRM). As Director of Human Resources for Sacred Oak, she oversees performance review, talent succession planning , and employee engagement. Ms. Gonzalez is passionate about the people who bring an organization to life, and dedicated to serving Sacred Oak employees so that they can be their best for themselves and for their patients.

Sean McCrackin

Director of Plant Operations

As Director of Plant Operations, Sean McCrackin ensures that Sacred Oak is safe, secure, in top condition, and in smooth running order at all times. He oversees all aspects of EOC compliance planning, facility equipment purchasing/maintenance/certification, building repairs, and both environmental and dietary services. He is responsible for holding scheduled drills, implementing emergency management plans, and coordinating federal grant allocations for emergency preparedness (HRSA); he’s also the designated safety/security officer charged with regulatory compliance with TJC, TDH, OSHA and FEMA.

Mr. McCrackin began as a maintenance tech for Reliant and quickly advanced to director; he transferred to Houston to manage work on new facility construction, participating in several Joint Commission accreditation surveys for a 60-bed acute care rehabilitation hospital as Director of Plant Operations and Safety & Security. Pursuing another side of healthcare, he became Director of Maintenance over eight surgery centers around Greater Houston, including multiple DNV Accreditation surveys.

Mr. McCrackin is highly involved with the emergency preparedness community and SETRAC to ensure his facilities are prepared and safe. He stays apprised of all trends, findings, and regulations via industry trade surveys and multiple professional memberships, and remains devoted to maintaining comfort and safety for all at Sacred Oak.

Kathleen Burleson

Director of Quality

Kathleen Burleson, MBA, BSN, RN knew at an early age that she wanted to help people evolve and become better. She first became an LVN in 1999 and then went on to achieve her RN in 2002 , followed by her attainment of a BSN in 2006 and an MBA in 2009. She has held an array of case management and supervisory positions, always focused on quality and ever-safer nursing practice, and ensuring that high levels of service and attention are delivered consistently throughout the patient stay. Her focus extended beyond the stay as well, as she confidently advocated on behalf of patients and families to equip them with resources and education to continue their recovery after discharge.

At Sacred Oak, Ms. Burleson continues to develop and implement new systems, always with that eye toward continuous quality improvement. Her department exceeds its benchmarks in several key areas of quality assurance, and supports Sacred Oak in providing its patients with the most successful care possible both in the hospital and upon their return home. Serving at Sacred Oak has enhanced Ms. Burleson’s early vision, and applying her nursing skills in the mental health world has been a deeply rewarding journey she will remember forever.

Dr. Raquel Biati

Administrator and Chief Executive Officer

Raquel Biati, DNP, MSN, RN brings to Sacred Oak Medical Center over thirteen years of nursing experience. Her work spans varied disciplines including critical and emergency medicine, medical-surgical care, labor and delivery, and ambulatory care, with leadership positions including Chief Nursing Officer, and Director of Clinical Services. She holds a doctorate in Nursing Practice, Executive Leadership, and Nursing Administration from Walden University, as well as a Bachelor’s in Nursing and Master’s in Nursing Administration from Texas Tech University.


As Sacred Oak’s Hospital Administrator and CEO, Dr. Biati oversees all hospital services and produces transformational results in Sacred Oak’s acute psychiatric and rehabilitative setting. Her teams experience her as being willing to reconsider and revise her views where honest reflection suggests that change is warranted, and she remains always inquisitive and up to date regarding industry changes and research of evidence-based practices.


A highly skilled career professional, Dr. Biati cultivates a progressive organization focused on optimal patient outcomes at the lowest cost, and she is passionate about caring for people with mental health needs and equipping her staff to work together with them to achieve their best wellness and success.

At Sacred Oak Medical Center, we know that it is our people who make the difference in the lives of our patients. Each of our employees, from mental health technicians and nurses to doctors and therapists, have the heart and training to provide consistently excellent care.

Sacred Oak Medical Center is a recently constructed, state-of-the-art facility which opened its doors in March of 2017. Our services include Adult inpatient mental health, Adult medical detox and substance abuse rehabilitation, partial hospitalization and outpatient programs. Our hospital hosts 80 beds and expanded facilities. We are accepting referrals for all programs.
